license fees and habitat

I was thinking as I prepare to launch my application to Wyoming and Montana, Would you leave your application money in a rollover account that would stay with the state until you draw your license. I was thinking the interest money could be devoted to wintering habitat. An added incentive would be to give the supporting hunters a bonus lottery or a bonus point in the following years draw. I'm a long ways from where i hunt but I have always put something back toward the sports I enjoy. We all know how important winter habitat is to all species. What do you think.

That sounds like a great idea, and if you never draw it would work like a very small 401k.

A small 401K that pays you no interest.

I think it would be ok if it was for areas you know you can eventually draw. Wouldn't want to do it in a 1 in a 1000 shot like some of the drawings
