Elk rut

Okay here's my problem. I know there are elk in the area I am hunting. However I can not get any elk to come into my calls. There isn't even any buggles or cows talking in the area I am hunting (even though there is elk sign everywhere). I've tried calling, and also being silent. However it seems that the elk are not in rut yet, and they usually are by this time of year. My queston is how do I entise elk that the elk rut is in swing? Or is it a late rut?
 
If elk have a short coming it's being vocal. Any elk hunter will tell you that it's extremely hard to find silent elk much less kill them! Sounds like you are hunting open bull public ground. Chances are these elk have heard every call and know them by name. The rut should be on in just about every area that holds elk right now. My suggestion would be to go out in the middle of the night. If the elk are there, they will be vocal at night when most hunters are sleeping. If nothing else you better start looking for a good water hole that is being hit regularly. It's hot enough around here that the elk will be hitting wallows on a regular basis. Good luck to you. That's probably one of the toughest hunts out there. It's like hunting a ghost!

The other thing you can try is just siting quietly (and VERY patiently) at an active watering hole.

Another thing I've been doing during the day is walking the thick timber and bedding areas SUPER SLOW and CAREFULLY! Watch your wind every couple of minutes and just sneak around the areas you here the calls at night in or see a lot of sign in. We have stalkined to within range of probably five or six bulls this week (mostly rags and smaller 4s and 5s) but if you read the wind, loner bulls bedded are pretty simple to sneak on.
