Unfortunatley $1500 and a motor isn't likely to be a high performning bike. They are making soime great ebikes these days, i hear the torque is phenominal but I've not ridden one yet.
 
It's my understanding that for any ebike to be classified as a bicycle it has to have a max speed of 20moh. Above that and other rules and laws apply.
 
Mine is around 27 pounds, it's an all mountain style with a dropper post so I gain a little weight as a trade for capability in rougher terrain.

I've never heard of a 20mph rule before.

I think you are better off with your purchase that the bike that started this thread. Fat tires and no front shock is better than fat tires with a crummy front shock.
 
Bean, the one you picked out certainly looks like it would do the job. Hopefully it would take you up to 9K and beyond, because that is what they cost :)
