AT 82 WHAT WILL THEY DO???

The source of the popping was determined to be a nearby underground bunker. Inside the bunker investigators found a box of novelty grenades, explosive powder, fuses and ammunition.

It sounds like the popping noise was loaded ammunition cooking off. I do not think Utah has a criminal code violation for storing ammunition.

As for the explosive powder, if that is powder for reloading again what violation under state law. The novelty grenades sounds like the inert grenades you use to be able to buy that contain no explosives or fuses. If he had not converted them where they are considered an "explosive device" again where is the violation. If converted to a explosive device and it cooked off, the firefighters would have heard a far louder sound then "popping noises".

If this was on private property, may be hard to prove violations in court. If on forest service land, there may be violations that I am not aware of.

Heck if my garage-shop caught fire they will be hearing popping sounds for several hours as I have thousands of rounds of loaded ammunition. Most of it pistol ammo from when I use to shoot about one thousand rounds per month for practice when shooting pistol matches.
I will not even mention how many pounds of powder and thousands of primers I have for my reloading hobby.

Told the local fire dept. if they see my place on fire...don't even get near it...cause there will be a mushroom cloud in the near future..
 
Went to a prepper's auction around here a couple years ago and got some good deals...bet he was real bummed that the end didn't happen in his lifetime.HEHEHE
 
Beanman a novelty grenade was a inert or replica grenade that resemble the old world war 2 pineapple grenade. It did not have a fuse or powder in the casing.

Some were sold mounted on a wood base with a sign stating:

Complaint Dept. If you have a complaint, pull pin and wait your turn.
