The Elk are there they stay more on the west side above Levan.
As for the comment the southern end is under utilized. The southern part of the Central Mountain Nebo is not meant to be Elk habitat I personally do not think every unit needs to be utilized for Elk. If you spend some time on the Sanpitch Mountain range from Nephi to Gunnison you would see the habitate is much more suited for deer than elk and the deer herd on that range is probably suffering the worst in the state.

I drive these roads all the time and I think to my self there has to be some elk crossing over from the Pavant, no?

Are there guys who consistently kill bulls on the oak creek unit?

I've been out calling coyotes and have seen more elk and elk sheds out and about that way than I would expect.

To the OP....after living in Billings for over 10 years I had to change what I thought ?elk country? looks like. I've seen more elk in Montana in places that don't look like elk country than I ever imagined. Imo elk are inherently lazy and will throw the gear shifter in ?park? whenever they can.

Can anyone think of areas where the elk populations grow and the mule deer don't decline?

There's no elk west of Manti. Family owns a section at the top of antelope valley. Grew up hunting it.

From the party of HUNTIN, FISHIN, PUBLIC LAND.

For many years there was a big herd that lived in Long Canyon on the Northeast side.

Pretty sure Hornhunter is right, they were shot out.

The elk didn't get "shot out". The mountain dried up. I'm up there every year and find sign once in awhile, but elk don't hold there anymore. They still cross the Sanpete valley from time to time, but return to the Manti or head north to much better habitat. Add to that the loss of a lot of agriculture that used to supplement winter range and I doubt there'll ever be significant numbers of elk in that vicinity again.

Alright Finn, I'll bight.

'Shot out' is a bit over the top.

But I think Its more of a combo of shot at and ran off.
