I would have to disagree with the tactics you ssume were used at Ft Huachuca. I am intimately familiar with Department of Defense Wildlife Management practices. In fact, I am involved with the Bird-Aircraft Strike Hazard (BASH) program at the Air Force Base directly adjacent to White Sands Missile Range (Holloman AFB) and has worked with Deer-Aircraft Strike Hazard (DASH) programs at other DoD installations. The fact of the matter is that the programs are part of a huge Integrated Natural Resources Management Plan at every installation and that every effort is made to co-exist with nature without negative impact and humane methods (Game and Fish Specialists) are used to eradicate problem animals as a last effort. Today's military bends over backwards to cater to everyone, and this includes animals.
As far as the hunting goes, many installations allow hunting. In fact, I can hunt ducks on Lake Holloman (and so can you). The simple fact of the matter is that rifles and runways don't mix. Most installations allow hunting on "the back forty".
