I've not done it with an elk. I have packed a boned deer in one. As long as you don't have a mess of other stuff in there, you can load a lot of meat and it handles the weight well. I expect a boned hind quarter would fit fine. The water bladder can takes some space so perhaps a bottle or two in the spotting scope sleeve...
