No need to apologize! The DWR DOES benefit from application fees AND they do draw interest on not only their share of the fees but, in the beginning, on the full amount. In fact, they may draw interest on some of it for several years per the DWR's budget, ie; 2016 Expenses: Other/Pass through: $10,250,274, which is held by the State Treasurer in an interest bearing account designated solely to the use of the DWR.
The latest info I have is a few years old, but per the DWR's contract with Systems Consultants out of Fallon NV, the split is $3.01 to SC, $6.99 to DWR. And though the full $10.00 amount is collected by SC, it is sent electronically on a daily basis to a DWR interest bearing account. DWR uses some of that for administering the draws, but SC is only paid their portion ($3.01) in scheduled increments per their performance of the contracted calendared tasks on the contract with the final payment being adjusted to clear the books. In the meanwhile, whatever money is in that account draws interest for the DWR. Also, per the budget, there is no requirement that the DWR spend all that money in order to receive money from the state next year, so it may sit there for quite some time!
Finally, the above scenarios apply for ALL the draws, ie; Big Game, Antlerless, Crane, Swans, Grouse, Turkeys, Bears, Cougars, etc.
If you folks are gonna argue, at least you need to know what you're arguing about!
Edited: FWIW, I once asked about the delay (I'm not sure whether it was at a Wildlife Board meeting or a Mule Deer Committee session.) and was told that the DWR has the draw as early as possible in order to get a commitment from hunters (both resident and non-resident) before they apply for other states.
