I just want to make sure I understand how the drawing for GS deer tags work. Let's say you have hunter "A", who has 3 PP for general deer. Let's say hunter "B", has 1 PP. both apply for the same unit. Their applications are identical. First choice is rifle, 2nd muzzy, 3rd archery, on both applications. Hunter "B" gets a charge for a tag. Hunter "A", has no charges yet. I am under the impression that since they are preference point, hunter "A" should draw a tag before hunter "B" does, correct? Is there any possible way (and no, neither one are in the youth drawing) that hunter "B" can draw a tag with 1 PP and hunter "A" doesn't?
