In the 2018 stats they list how many hunters " bought " bonus points. does this mean hunters who just purchased a point but did not apply ? or is this both hunters failing to draw and those just buying points ?

I see. only 68 NR elk hunters with more points than me and half of them don't apply. makes you feel pretty good until you remember you still can't draw a tag.

The people that buy points but don't put in can be quite the wildcard for any given hunt and the points it can take to draw.
