Open country Whitetail help

I will be hunting here in my home state of Idaho near the end of Nov. I will be hunting some wide open plateaus that drop off into some super steep Salmon River breaks. There are doe's everywhere up on the flats but I never see any mature bucks. Where do they go? Are they down in the steep brushy draws or up on the forest service timbered areas about a mile above the fields?

Any help would be appreciated as I am a novice whitetail hunter.

I hunted whitetail about 15 yrs ago up near Lewiston about this time of year. I would my money on the timber :)
