Draw Results Question

Can anyone tell my why there are applicants with the highest amount of points applied in a unit that don't draw? I look at the Colorado Draw Results Spreadsheet and see units that most people with 3 points drew but it also shows that there were 5 applicants with 6 points and only 4 of them drew and 3 applicants with 7 points but only 2 drew a tag. I'm trying to figure out why there would be applicants that didn't draw that had enough points to do so.

Usually due to group applications.

If you have 15 points and apply as a group with a person who has 1 point, you both are treated as having 1 point in the draw.
