I have a question regarding interpreting draw results. Take the following example:

Pref Points/Applicants
12/1
11/3
10/1
9/3
8/4
7/18
6/28

Pref Points/Successful Applicants
12/1
11/1
10/1
9/2
8/3
7/16
6/1

Is it correct to assume that those applicants with 7 points or greater that didn't draw likely put in with a group whose members had lower points making their combined sum less than 7? Is this list reflective of 7 points being 100% to draw?
 
I'm not familiar with 'lottery' tags. I thought Colorado tags went to the highest point holder. How do they work?
 
I believe if you have 5pts or more you go after, the lottery tags. Not really sure if its available for non resident

It ain't.
 
The only way someone with fewer points than someone else draws is due to the higher point holder putting in as a group with a lower point holder.
So if a 9 point person puts in with a 3 point person, and it takes 7 points to draw. The 9 point person will never draw due to his points actually being 3.
In CO when applying as a group all members are represented by the person with the fewest points in group.

No averaging, no combining, nothing. So if you have 22 but other guy has zero, you both have zero.
