final returned tags resale info?

Does anyone have a link to the final methods they are going to use for reselling returned primo tags? I know they are going to contact the next 5 people on the list first.

Did they decide to resell them online only, and not at offices and wal-marts, etc?

Looks the same as last year with the exception of the next 5 in line. First sale in person only at license vendors, all concurrent sales in person or online
 
Unless the tag is a top tag as mentioned it will be in person first at vendors then open on line. The truth is having ti at vendors is good for the economy. When people are at a vendor they spend money.

I know people that were from out of state that came into Colorado and camped out.

? CHANGES TO LICENSE REFUND, REISSUE AND EXCHANGE POLICIES...
All license exchanges will be charged a fee of fifty percent of the cost of the
original license, not to exceed $25. Read the license exchange policy in full
at cpw.state.co.us/LCPolicy.Changes to CPW license refunds and reissues
became effective April 2016: hunters who need to refund a license will have to do
so at least 30 days prior to the start of the season for which the license is valid.
Most licenses that have been returned will be made available to the public on the
leftover license sales list (cpw.state.co.us/Leftover):
2017 LICENSE REISSUE POLICY
■ Any license that is returned to CPW that took 5 or more preference points to
draw will be manually reissued to the next eligible person based on the
residency status of the returned license.
? If a resident license gets returned, it will be reissued to a resident; if a
nonresident license gets returned, it will be reissued to a nonresident.
■ For each license returned, CPW will contact the next 5 people from the
current year?s draw order.
■ If one of those individuals accepts the license from the manual reissue process,
all of that person?s preference points will be used.
■ If a person has a current conflicting license for that species, they may
exchange their current license for the one being offered.
? The exchange fee will be assessed, which is fifty percent of the cost of the
original license, not to exceed $25.
■ If none of those 5 people accept the license from the manual reissue process, it
will be placed onto the leftover list at random intervals.
■ Any license that is returned to CPW that took fewer than 5 preference points
to draw will automatically be placed onto the leftover list at random intervals.
■ Customers who obtain a license from the leftover list will NOT have to use
their preference points.
CPW will be making additional adjustments to the license refund, reissue
and exchange policies in 2017. Check our website for the most up-to-date

Some interesting changes:

reissue of primo tags will be reissued to the same resident status as they were originally drawn (res/res and NR/NR) That seems to be smart!

There will be no Tuesday only reissues. They say several times that they will be added randomly and there will not be a preview list. Good for them, but more work for us! LOL. No more camping out or trying to be fast on the computer at a specific time!

Those accepting the "next in line" tags will have to use their points, while purchase of leftovers still doesn't

Doesn't address where they will be sold, but doesn't say anything about Point of sale vendors getting first crack, so I guess online buyers will have the same opportunity

? LEFTOVER LIMITED LICENSES
These are available to both resident and nonresident hunters. They are the limited licenses
remaining after the draw and leftover draw processes, and go on sale in person and by phone
at 9 a.m. (MDT) on Aug. 1. Call 1-800-244-5613. These licenses are sold by different methods
at different license agents on Aug. 1. Contact the license agent you plan to go to for details.
They also are available online on the CPW website starting at midnight Aug. 2

The Reissue Process


The reissue of big game limited licenses will begin on August 1, 2017.

1.There will no longer be a reissue preview list.


2.All returned licenses that take 4 or less Preference Points in the current years draw will be available for purchase the week after processing is complete.


3.Hunt codes will randomly be placed on the current leftover and leftover OTC with cap lists on business days from 9 AM to 4 PM.​​

So again they are putting the re-issued tags on the leftover list and they will be available August 1st only by phone or in person and online starting midnight of the 2nd.
 
Ok, so for one day, Aug 1st, there will be some camping out, but many if not most of coveted reissue tags will be returned later than August 1st, so no weekly scramble. It will be a crapshoot for us to see one posted and try to grab it. Can you say "inside trader"??

Seems like the August 1st leftover sales in person, then online later has been the way it was before the reissues, when it was just leftover tags? Never did it, so don't know for sure.

I know there were some guys who just put in for a point last year and camped out to get a good returned tag. It seemed to work out pretty well for a few last year, and some said they were going to try it again, but with the new system, seems like they won't have much chance to get a good one. And as stated, the new system is really slanted for insider info.
