CPW proposes a "charge after successful" application process

The CPW Commission will consider a proposal at their November 16 meeting to modify the limited license application process to only charge application fees at the time the applications are submitted, similar to AZ, UT, and other states. In addition, they will consider allowing NR the ability to apply for sheep, moose, and mountain goat by phone and online. The issue paper can be found on page 7 at this link:

LAST EDITED ON Nov-11-17 AT 12:46PM (MST)[p]I have mixed emotions on this. Not really much of an issue for residents, but just to apply for deer and elk for a NR is now over $1000 up front every year.

Down side is that if they do that, they will increase the amount of the application fee and there will be an increase in number of applicants. So our odds will be worse!

No matter what else they do, they should refund by the same method paid. In other words, if I pay for it with a credit card, they should refund it electronically into that same card.

Oak, as a NR, can I send in my comments? I took a look and don't see an email address or phone number to contact? Maybe I missed it...
 
LAST EDITED ON Nov-11-17 AT 01:17PM (MST)[p]Pretty much exactly how I feel as well tx, I do however wish they'd just have a period where you could purchase a PP. Instead of having to put it as a first choice and send in the tag fee even if you are not trying to draw a second choice.
 
Totally agree about PP. Doesn't make sense the way they have you apply if all you want is a PP

I agree too TX, can't believe they waste all that time and money cutting checks and mailing them out when they could just refund cards which I bet 90+% of the applications are done with.
 
Anyone know if this was passed, or if it won't pass until next year? Curious if it will apply to this year application?

Another thing I wonder is what they will do for retuned tags. I turned my elk tag back in few years ago and because I had 3 points, I let them keep my money to get my points back.

What would they do under the new system out retuning tags/points/money???

Below is what is in the 2018 turkey regs brochure:

▶ LICENSE FEES FOR LIMITED LICENSES ARE NO LONGER DUE WHEN YOU SUBMIT YOUR DRAW APPLICATION: To apply, you will need to enter credit card information in your profile.If you are 18?64,a 2018(or Lifetime) Habitat Stamp is required to apply for a license. If you have not already purchased one, it will automatically be added to your application. When you submit your application, you will ONLY be charged the $3 application processing fee per draw for turkey (and the Habitat Stamp, if applicable). The credit card information will be kept on file and ONLY charged the license fee if you receive a license from the draw.
 
yes , it passed. The whole application system is changed for this year. You now have to register with a unique email,(for every hunter, even youth)and create a password and account. All application are online now. No mail in option. You will be charged a application fee up front. Then you will be notified in late may or june if you have drawn. You will be given 2 weeks to pay if your payment method has changed from the card # you provided on your app.
If at this time you cannot pay, the tag will either go to the next in line or be put on the leftover list. You will also loose your points if you can not pay at this time.

I would suggest visiting the page ahead of time and verifying your account (if you have applied for Colorado before they can look you up by your CID#) You will still have to create a unique email and password. I tried to do this today and was not successful. It pull up someone else's CID# and said my driver license # already existed under another user. Spent over a hour on hold and gave up.
 
CPW isn't the only agency within the Colorado DNR to make things more complicated in an effort to be more efficient. Colorado's govt agencies operate a tad bass ackwards from what I am coming to learn. TABOR has forced all kinds of creative BS to raise funds.

It seems that fronting the tag money hasnt slowed anyone down at all. These days, any non res going out of state has a credit card and has no problem fronting the costs for weeks.
Im already done with Colorado because there are already too many people with points and a few of the (points) dont get you on a hunt where there isnt a ton of people.

That will be for the first species. Just $43 for each other species (only have to buy one habitat stamp)

That said, I have never paid for a PP. If you get a license (even a second choice big game) or had a license last year, you are exempt from paying the PP fee.

Tip: If you are just getting a PP for one species, just apply. However, if you are applying for more than one species, it is cheaper to buy an annual fishing license ($56) than pay for 2 PPs. That is kind of tricky because you will have to buy a fishing license that is good during the application process. But that license expires March 31 so you have to buy it before then. Pretty sure that is right, but double check me on that

Pretty hard to buy a fishing license that you know you can't/ won't use, but it will save you money.

From last years brochure:

$40 PREFERENCE POINT FEE. Hunters will be automatically assessed $40 per species ($30 for resident deer and pronghorn) for a preference point unless they have purchased one of the following: an annual fishing, small-game, resident combination smallgame and fishing, furbearer or a big-game license IN THE PREVIOUS YEAR, or a current limited license in the draw for the same species for which they seek a point. The point fee is waived for youth, lifetime license holders, free senior annual fishing license holders and residents who are in the military on active duty outside Colorado.

The key words above are "in the previous year", so you have to buy a current years fishing license (which expires on March 31st). If you buy it after the March 31 of this year, it would save you preference points on next years application.

OR if you hunted this past fall, that will keep you from having to pay and you don't have to buy the fishing license. In fact, the annual fishing license is included in a deer or elk license for nonresidents. That is why I never pay a PP fee, because I hunt either deer or elk every year.
