Unit 21 Elk

I'm looking at doing the unit 21 muzzy or Archery tag next year and was hoping for some info on the elk. I've hunted the Utah side before for deer and I saw a lot of elk, just not many bulls. I would probably be hunting near the border or over by Douglas pass. Is the tag worth the $600+ non-resident fee? Any info would be greatly appreciated. Thanks
 
IMO 21 is not much of an elk hunting unit. There are better areas with much better potential especially during the early seasons. The bear hunters have really come out in force over the past few years with the increasing bear populations which has changed the elk patterns and hunter numbers. I live in Rangely and have changed my elk hunting strategy due to increases hunting pressure and lack of animals. 21 is just a tough elk hunt too comparatively.

I agree with tailchasers. Our group has hunted deer in 21 (mostly during 2nd season, so different time of year than you're talking) on several occasions, but we have not come across many elk.
 
+1 to above posts. Hunted deer in both unit 21 and right next door in 22, both 2nd and 3rd rifle seasons and every time I go I'm surprised by the amount of elk hunters but the lack of elk. I've only seen two elk total over my last 4 times hunting around there. I thought maybe I was just missing something so I looked at the harvest statistics and saw that I really wasn't. Success rates mostly around 19-20% overall and even lower for archery. I'm guessing maybe some guys get a otc tag so they have a tag in their pocket while scouting for a deer tag that they plan on being able to draw in the future. But there's gotta be better areas to go if you're going to put out around $600 and want a reasonable chance at an elk IMO.
 
Hunted 21 for years with rifle.
Mostly where we find elk in the section we hunt is in oak brush which is so thick you can't see 20 feet let alone 20 yards and it is up well over your head.
There are however areas of tall timber in that area that I can't have an opinion on.
The other piece of information that I can give is that the quality of bulls isn't the greatest.
