I was looking over the 2017 Primary Elk Post Draw Report and am trying to figure something out that I am sure someone one here can help with.
Looking at EM014O4R shows 75 tags total and 31 Choice 1 apps. Looking at the Post Draw Choice 1 shows all 31 drew which leaves 44 tags. Moving on to Choice 2 apps shows 19 resident apps, 18 NR apps.and 1 Res youth app. So there are 38 applicants for the 44 remaining tags. Moving to the Post Draw Choice 2 shows there were only 9 successful residents and 6 successful NR's.
So my question is why didn't all the Choice 2 applicants get a tag? Is it because some of them already drew their 1st choice but they still show up as a 2nd choice app because that is what was on their application?
