I heard they messed up the draw again and are re-doing it. Once they have it right, they will update all the web site draw links and send tags. I'm hearing they should be sending tags by the 3rd week in July.

Best news ive heard all day. Maybe I wont draw this time and wont have to go to the trouble of turning in my tag due to CLOSED forest!

Hunt code: EM062O1R

285 tags, no landowner tags. 65% should be the resident allocation which would be 186 tags rounding up. 137 adult resident and 11 youth put in for first choice for a total of 148, however only 127 were awarded tags. The non resident first choice awarded licenses were 158 or 56% of the licenses.

What am I missing?, shouldn't all of the residents who put in first choice been awarded licenses up to the 65% allocation?
 
Could have applied as a group and someone in the group had fewer points. The lowest point holder in the group is the level the group is entered as.

They screwed up the draw for sure. The COW tag we all applied for had the same problem. There were 3 of us that applied for the tag all separately. I drew and the other two did not. Looking at the draw stats, they are showing 30 tags as being leftover. So this should mean that everyone that applied should have drawn a tag and the licences were under subscribed leaving 30 leftover tags. I wander how many other people got screwed...
 
I think 21 credit cards were declined! They all should have drawn before the non-residents.

Per the Regs;
Unless there is an insufficient number of resident applications,
nonresident hunters shall receive no more than 35% of available deer and elk licenses for hunt codes requiring fewer than six preference points for resident hunters to draw in the regular drawing, and no more than 20% of available deer and elk licenses for hunt codes requiring six or more preference points for resident hunters to draw in the regular drawing as calculated using a three-year average for the 2007, 2008,and 2009 limited license draws.

Not enough residents applied with their 1st choice to meet the 65% allotment so the 65/35 split is not applicable. Draw was based strictly on PP regardless of resident or non-resident and those that drew with 0 PP was just luck based.

I did call the division and that is the logic Born2hunt. If I understood correctly... it is a soft cap and since the first choice demand for residents was not greater than the 65% of Quota, then resident/nonresident allocation is thrown out and a pure draw. Some of the residents may not have drawn if they put in as a group and the other group members had the same hunt code but cow license rather than male.

Thanks for the reply. I am with you Nripepi and would think that all first choice residents not in a group should have drawn up to the quota and then the remainder of the licenses been given to first choice non residents.
