Land owner tag question??

If you buy a land owner tag in Colorado and for some reason you cant go hunt with the tag, can you re-sell it?

Thanks, that is what I thought but wanted to make sure.

If you trust the landowner, just pay them and have them hang on to it without signing it until you get over there or right before the hunt when they would mail it to you.
If for some reason you can't use it, you can find another buyer to hook up with the landowner and get your money back.
And actually, a landowner could send you a voucher with no name filled in. It's a no no, but only you and the landowner would ever know and neither of you is going to turn the other in.
I'm not condoning such rebellious behavior, but just saying.
