Arizona draw question

I'm a non resident and applied for the Arizona spring javelina draw with two javelina bonus points. I just got the results and did not draw but there are 94 tags left in the only unit I applied for. I called and they said I was unsuccessful due to the 10% non resident cap. How can that be if there are almost 25% of the tags still available for the one and only unit I applied for. They told me I could try for a left over tag and pay the $15 application fee again. I do understand the 10% cap for non residents but come on now, this just does not make any sense to me. Any one have any thoughts, I would love to hear them?
 
This is just a wild guess but maybe they had already filled the 10% quota before your name came up in draw.......Good luck otherwise.

It would be nice if they had an additional rule that, if there are remaining tags after the 10% quota and all the normal rounds, that non-residents that didn't drawn strictly due to the cap, would then be drawn. Seems only fair to me. Residents didn't want them enough to even apply for them initially, so why not route them back to the nonresidents that actually want them, without having to apply for leftovers.
 
I do understand the nonresident cap but had no idea it remained in effect even if there were remaining tags in a unit you apply for. I see the Arizona Game and Fish begging people to buy these leftover tags after the draw. Put in for a tag and not get drawn when there are remaining tags in that unit? Ha, that's crystal clear to me? The system needs to be fixed. Who is Amber, I would love to make a few phone calls.
 
The way the draw works is right off the top they take bonus pass tags and non resident tags. So say there are 100 tags. 20 are gone to bonus pass and 10 are gone to non residents. Then the other 70 tags are drawn for the in state guys. Your name didn't get drawn before all 10% of tags were given away to other non residents. I'm pretty sure it's against the law for them to give 11% of tags to non residents even if there are left over tags. Plus they know if you really wanna hunt javelina you're gonna give them $15 more dollars.
 
I thought the 10% cap only applied to bighorn sheep, bison, bull elk, and mule deer north of the CO River. Are they really applying it to javis (turkeys, bear) now?

They don't give a set number of tags to nr. There is no distinction between res and nr in the draw, but nr can draw no more than 10% of the tags on a per hunt basis for the hunts that are under the cap.

E. The Department shall not make available more than 10%, rounded down, of the total hunt permit-tags in any hunt number to nonresidents for antelope, antlered deer, bull elk, javelina, or turkey. If a hunt number for antelope, antlered deer, bull elk, javelina or turkey has ten hunt permit-tags or fewer, no more than one hunt permit-tag will be made available to a nonresident, except that if a hunt number has only one hunt permit- tag, that tag shall only be available to a resident.

F. Any cap established under this Section applies only to hunt permit-tags issued by random drawing under sub- sections (C)(2)(b) and (c).
 
Ok thanks, am a little behind on the regs. As I understand, the NR caps for bighorn sheep bison still apply to the total number of tags statewide, not to each hunt.
