Lifetime hunting license

If an arizona resident has a lifetime hunting license and then moves out of state can they still put in for the state draw with state residents or do they have to go into the drawing with out of state applicants?
 
From page 14 of the 2015-16 AZ Hunting Regulations

Lifetime License Holders
If a lifetime license holder changes residency
status from Arizona, the licensee must then
purchase non-resident stamps, tags, and
permits. A non-resident tag or stamp can accompany
your lifetime resident license. If
you are a lifetime license holder who has
moved out of state, the 10 percent non-resident
cap does not apply to you. The lifetime
license will remain legal for the taking of all
wildlife as permitted by law.

The answer to your question is yes, you can apply with residents. Your whole group will be treated as residents in the draw. The only caveat is that you pay the NR fees.

I do NOT agree with that statement about ALL are treated as residents.

Will verify with the Department tomorrow, but as it is now if a resident has a non-resident apply with them, then the entire application is handled as a non-resident application.

So my take is that if one applicant who has a lifetime AZ license and is themselves considered as a resident for purposes of the draw and then they add a true non-resident to the application, then I believe that person gives up their preferential status.

Like I said I'm off to Phoenix G&F headquarters tomorrow and will definitely have the correct answer for you.

Also, no matter whatever the status quo is, it could change whenever the commission decides to change it. You could buy the lifetime license thinking you won't be subjected to the nonresident cap for life and they change that rule next year. I'd still buy it and take my chances if I could, but....
 
Don - that's not he asked though. He is asking ( I think) if he holds a lifetime license as a NR and applies with other residents, what happens. In that case, all are treated like residents in the draw, except for the fees for the NR.

Now if he applies with any NR that does not have the lifetime license, then the whole app is treated as a NR app.
