non res elk draw ?

if i apply in arizona elk draw with no points can i draw a tag. as i understand they changed the draw and 20 percent of tags go to max points and 80 percent to random draw. is this right or do points holders get an extra chance for every point they draw. also are there so few tags given out per unit that non res have no tags leftover for the random draw or is everybody, res and non res in random draw together. thanks preston gray
 
The simple answer to your question, is yes. At least the first part... A NR can draw a tag with 0 points.

You have the 80/20 right, but remember that 10% of tags to go NR's. Of that 10%, 5% is set aside for the Max point holders and 5% in the random draw.

So for a unit with 100 tags...

They do a bonus pass draw where 20 % of the tags go to people with max points. NR's and Residents alike are included in this draw, but NR's have on average about 2x the number of points as residents... thus NR's almost always fill up their 5% of this allocation...

So 15 tags to residents and 5 tags to NR's in this scenario...

then the random draw portion... again both residents and NR's alike get drawn until the remaining 80 tags are filled, but NR's can only take the 5% or in this case 5 tags. NR's are not guaranteed the 5 tags, but almost always fill their allotment. For the random draw portion, every point you have is an extra "random number"... so someone with 10 points would have 10 numbers vs someone with 4... but people draw with 0 points all the time.... so good luck.

thanks for the info on arizona guess i need to start looking at units to apply for

If it were me, I'd buy my license and apply on the last day of the app period. Next year the deadline will be one day sooner and you're icense will still be valid. Apply on the last day again and get two years out of the license. If by chance you happen to draw just buy a new license before the hunt.
You can do the same thing in Utah except you do not need to buy a license to hunt.

Regulations say the you must have a license that is valid on the last day of the application period. According to my records, last year the deadline was Feb 9. This year the deadline is Feb 14 so using the same license two years in a row is not guaranteed. It would depend on when the following year deadline falls. Some years you may get lucky and some years not. If you apply for other species besides elk & antelope, which you should to get the most bang out of your license cost, then you will end up buying a license every year any way because of multiple drawing deadlines.
 
This method will work for the next 5-6 years or so because the deadline will fall one day earlier every year. This year to next year wouldn't have worked because all the hunts moved back a week. Over the next 6 years or so hunts will move forward one day and then in 6 years they will get bumped back again. So it's really a good idea for non residents.
