Is the loyalty point applied going into the 5th consecutive year? Or only earned after the 5th consecutive year?

Assuming I keep applying after getting drawn, does it stick around like the Hunter Ed point? Or does it go away and not come back for 5 years?

Oh, non-res, but I don't think that matters.
 
Not sure about what year it goes into effect but my loyalty points are there after I got drawn.

Then if you miss a year the process begins anew, i.e. you must apply for another five years to get it again. In contrast, once you get the HE point, you never lose it.

To be clear...you do get the point after your 5th year. But you are given the point as soon as you apply...and that point is added for the draw/year in which you are applying. So, if this was your 4th year in a row of applying for deer, you now have 5 points. When you apply next year, you will go in with your 5 points PLUS a loyalty point when they receive your application = 6 points for next years draw.
In short, you get the loyalty point as soon as they receive your 5th in a row species application ...and that point is given and applied for that same years draw.

If after the draws this year you have 4 species points for any animals...and it was your 4th year in a row applying, you now have 5 points. So next year when you apply, you will go into the draw with your 5 points PLUS your loyalty point...which will be awarded when they reicieve your application. So you will go into the draw with 6 points.
Here's a kicker for ya. If you have not already taken the Hunters Safety class ...all you have to do is take it before the draws and you will get a permenant HS point. If this is the case...you will have your 5 points...PLUS your loyalty point...PLUS a HS point!
You would go into the draws next year with 7 points!
