Lots of elk yes, but by the time December comes around they have been hunted a lot. Lots of youth hunts that time of year as well.

There's only 1 youth hunt November 24-28 b4 the 2 December hunts. As far as being cold yes. I've hunted bulls in 15 b4 but never cows in December hopefully it will be a great hunt
