I usually get a notice to contacts in Apr. & the #'s are issued a month or 2 before hunts start.Usually.
I'm RO outside COER. I have also not received #'s til after hunt seasons started once.
You can contact SF G&F office.They are most helpful to me.

Landowners get their elk LO vouchers around the first of June. When the LO receives his LO vouchers the NMG&F will put it on their site a day or two before the vouchers arrive in the mail.
