I've been in the Florida?s a few times over the years and been able to go along on a hunt. Every time I've been there I've seen broken horn billies. Why isn't there a broken horn ibex hunt? Seems like guys with a once in a lifetime or even a muzzy tag are unlikely to want to shoot a billy with half of one horn missing. Seems like that would add opportunity for more guys to get to hunt ibex. Any thoughts?
