WY Elk 2nd choice draw odds

Wondering if it is possible to draw a general elk non resident tag on a second choice?

I am saving points and so my first choice will go to an area that I know I won't draw. I still want to try hunting WY this year. I want to put my second choice for a general elk tag but I see that in 2016 there were only 614 general tags issued and 3699 first choice entries. I'm assuming this means you have 0% chance to get the tag on a second choice.

Am I reading the draw odds wrong? In some states like NM, as long as your name is drawn early in the draw, if your first choice is filled up from hunters higher up the draw, you will draw your second choice or third choice even if guys lower down the draw had that as a first choice.

No, you will not draw a general tag as a second choice

Nobody drew a General Tag last year for the first time that had it as a second choice in the Higher Special Draw. NM is one of a kind the way they draw your number and look at all three of your choices before going on to the next number.

not only NM does that, NV, AZ and more. Might not be 3 but it is over 1.
