My cousin put in with no points and got drawn for the unit. His dad who was the most important about getting drawn due to his age had one point and no tag. It seems that 1 point was guaranteed but maybe point creep has something to do with it? Any thoughts?

Your cousin probly drew his tag in the random pool is just my guess.

Actually just found out he didn't by a point for his dad. He assumed after the draw it was automatically issued a point but no you have to buy one after July. Oh well his mistake
