My boss drew this unit and has never hunted antelope before. He wants to shoot the first goat he sees. What is the odds on him seeing a decent one ?

He probably won't shoot a decent one if he takes the first one he sees. There aren't that many NR tags given out in that unit and it took at least 3PPs to draw a tag in the Regular Draw. To each his own and whatever makes him happy, but if he has a few days to hunt he should be able to get a decent one that is in the low 70s or better if he looks over a number of animals.
