Hunt a leftover and buy a PP?

Is it possible to hunt on a leftover license in WY and buy a PP in the same year? It's probably stated on the G&F site but I didn't see it.

Yes, as the only time you can't buy a PP is if you drew a first choice tag for that animal that year. If you buy the PP during the license application and draw a first choice tag, that PP money is refunded and you start at 0 PPs the following year. If you try to buy it during the PP application period, the system locks you out and won't let you buy it.
