CHEYENNE - The current system for giving out hunting licenses to elk hunters has not been changed in nearly 30 years. Over the past several months the Wyoming Game and Fish Commission has heard different opinions on whether the system and percentage split of licenses between residents and nonresidents should stay the same or be altered. Now the Wyoming Game and Fish Department is inviting people to come and learn more about the existing system and talk about license allocation without any proposed changes on the table. Game and Fish will also take any other comments on licensing for future consideration.
 
I hope WY folks stick with the current system. Heading down the path of preference will only make things worse for everyone. When you start adding preference into any system everyone ends up with less opportunity.

This is not about preference points.

Also, it's not true the system hasn't changed in 30 years. Type 6 & 7 tags were added and are not included in the 7250 cap for nonresidents.

I would think all elk outfitters would like this, not just those that are WYOGA members.

I would think most non-resident hunters would like that too. We all want to hunt more often.

LAST EDITED ON May-10-18 AT 07:51AM (MST)[p]I personally hope they cut the non residents back to 10% like all the other states do... hell with the outfitters, they kNew when they started that Wyoming was not favorable for drawing hunters... why should we the public sacrifice our hunting opportunities to guareantee outfitters a livelihood???? No one does that in my business!!!!!
No to increase for non residents
 
I went to a meeting last night.
Only one person in the group was in favor of increasing NR licenses. They weren't an outfitter or guide, was strictly looking at the revenue side.
Other than everyone else being against it. These were a few of the suggestions I remember.
-Don't change allocation percentage (16%) or cap (7250).
-Decrease allocation percentage and cap.
-Keep application dates the same and move the draw to the same time as Buff, Sheep, Mt. Goat. Allowing for the commission to set tag allocations, outfitters to still take deposits on hunts, and still allow for interest to be made on tag fees. (MY PERSONAL FAVORITE)
-Allowing the Type 4 licenses to be drawn without losing points. (G&F Sounded Very Doubtful)
-On limited draw units, initiate a waiting time between drawing tags. (If you draw a 100 tag, you would wait and undetermined amount of time before you could reapply...kind of like sheep and moose).
-Pay for license only after they have been draw. Not upfront then waiting for a refund if you don't draw.
-Allowing a higher number of NR tags in units that are difficult public land access or that elk populations are limited to lands leased for outfitting.
-Increase the Resident fees to help offset NR fees in the future instead of increasing NR tag allocation.
-Regional General tags for NR similar to the Deer; to reduce crowding a the General units.
-No regional General tags, due to the push currently to limit Residents to regions also for deer. (Poop rolling down hill)
-Selling of Landowner Tags. (Sounded Very Doubtful Also)

Currently the 5 year average for total license sales after reduced price and leftovers are at ~18% NR and ~82% Resident.
Overall a decent meeting. Everyone stayed respectful and listened. G&F only said that this was being brought up as a request from the Commission. No funding issues were currently causing it. I'm not sure if that is true, but hey, that is what was said.
