NR tag percentages and 2017 permit numbers

What percentage of doe/fawn cow/calf tags does WY allocate to non-residents vs residents?

Also, where can I find out how many antelope tags they issued in 2017? I found the 2018 numbers, but wanted to compare them to last year and can't find 2017.
