Unit 51 Antelope

I hate to be this guy, but my little brother drew 2 doe tags for unit 51. We've never hunted 51 before, and when I asked him why he put in for there he said because it had a lot of public land. After pulling it up on OnX it does have a decent amount of public land, but a good chunk of it's wilderness, therefore off limits to us as nonresidents. The few posts I could find online said that the antelope would be scarce on public land during rifle season, and that they normally move in very late in the year. We already have pretty full schedules between all our Utah hunts, and my general Wyoming elk tag this year so i'm wondering if this hunt's worth going on or if we should just chalk it up as a loss.
