How will non res permit draw work?

Correct me if I'm wrong . In the past I beleve res and non res were in the same pool for special permits and up to 10% of the permits. Now with the new early draw dates how will it work? Do res hunters have to put in early now? How will they figure out the up to 10% of the permits.?

Its the same its early for the residents now. They habe to put in by the 15th of March too.
