Go to Montana Fish, Wildlife and Parks Website.
Alternates list, first come first served. Sign up is after the draw. Then there is also a bunch of returns through the Spring and Summer.
Or just check in on the site, Big Game Combos probably wont sell out, still sales will be first come first served.

The Big Game elk/deer combo was under subscribed by approximately 700 applications. These will be available for sale.
I would call Montana FW&P and ask them when they will go on sale. I would guess the week of April 22.
