Bighorn "unlimited area" Question

Can someone please explain to me how the unlimited bighorn tags work? I'm really confused on this as it seems almost like they are OTC tags but that's hard to fathom with Bighorn?

In a nutshell...basically OTC. Units have a quota, hunting is stopped when quota is met. Very tough hunts with low sheep numbers. Most hunters have rams located in advance of the opener. mtmuley

Not true. One Unlimited Unit has closed, that's it.

The unit that was shut down was 305, which is a limited unit that was slated to have one permit issued this year.
