Drawing for a harvest survey?

Just finished my harvest survey for a controlled elk hunt. Read the note below on the web site.

"If you file by December 1, or within 10 days of your season closing, you are automatically entered into a special drawing for an extra elk, deer or pronghorn tag."

Anybody ever get or know anyone that has received an extra tag they are talking about?

a buddy of mine got a deer super tag or unit 40 late deer tag, don't recall which, for filling his out once. This was quite a while ago so I'm not sure if they still do that.
