OTC archery elk

My dad has 20 elk points in Utah and can't seem to pull a big bull tag, he must have bad luck or something. With his unsuccessful draw his spirits are in the dumps and I'd like to take him elk hunting somewhere. I know ID has some good OTC opportunities and I am looking into unit 67. Can any of you give us any pointers regarding OTC elk in Idaho? Is 67 a decent unit to try? What are the chances of getting into some bugling branch antlered bulls?

Any suggestions or help would be awesome!
I can offer info on a few units in Utah, NV, and AZ in return.

Unit 67 is a good place to hunt. If you're lucky you'll find elk quickly, if not you can find them with some leg work. There are many atv trails to cover ground but you'll have better chances off of them. You'll have competition but I don't consider it crowded. The rifle season is different. It's not a trophy area but if you're just looking for a good archery elk experience then it's a good hunt. That's my take anyway. That was my go to area for about five years. Wolves have moved in and are starting to have an impact on things. Might want a wolf tag too, just in case.
