Short range weapon question

Trying to wrap my head around the definition of the short range weapon description. If I'm reading it correctly regarding muzzle loaders, it actually allows 209 primers and optics. So its less restrictive then the general muzzle loader description. I read that part about the optics on a Q&A section of the Idaho Fish and Game page.

What am I missing here? Seems it backwards and the general muzzle loader description is more of a short range weapon.

Trick out your muzzy all you want for short range weapons so long as it loads through the muzzle and is .45 cal or larger for deer and .50 or larger for elk you are good
