Question about tags

I have never ask this question before, how do all these people get more then one tag, well besides when they draw an extra hunt tag?
Are they buying non resident license and tag???

Anyone can buy a 2nd tag at non-resident prices as long as there are tags left. A resident doesn't have to buy a non resident hunting license though. I bought an extra elk tag once when I drew a controlled hunt bull elk tag but still wanted to archery hunt as well.
