If m dad drew a controlled deer and a controlled elk tag last year can be still put in for a buck or bull tag in the second draw?
 
One other thing that to note is that if you draw a deer or elk tag in the 2nd drawing is you are still eligible to apply for bucks and bulls next year too. The 1 year wait doesn't apply. I wish I would have known that a few years ago when I drew a 2nd chance bull tag and then didn't apply the next year because I just figured I wasn't eligible to apply.
 
I was under the same assumption. Where did you find otherwise?
The regs just say you can't apply if you drew a controlled hunt, doesn't specify that 1st or 2nd drawing mattered.
From the regs;

"A person whose name was drawn in an antlered-only
controlled deer hunt may not apply for any other antleredonly
controlled deer hunt for one year except the person
may apply in the second application period and leftover
controlled hunt drawings or sales. For example, a hunter
who drew a tag in an antlered-only deer hunt in 2016 cannot
apply for another antlered only deer hunt until 2018, in the
first application period. However, that person can apply for
an antlered-only deer hunt in the 2017 second application
period during August.
?  This waiting period also applies to antlered-only controlled
elk hunts.
?  There is no waiting period to apply for any other deer, elk,
pronghorn or black bear controlled hunt tags.
?  The one-year waiting period does not apply to controlled
hunts with an unlimited number of tags or Landowner
Appreciation tags"

yeah, that what I had read and is why I ended up not applying the next year but I believe I saw this news release afterwards. It is from a "Ask Fish and Game" Question on their website

Answer:
Waiting periods are based on first application and drawing periods only. Any person whose name was drawn on a controlled antlered-only deer hunt in the first drawing in 2013 may NOT apply for any other controlled antlered-only deer hunt for one (1) year or until 2015. Except that a person may apply for an antlered-only deer tag in the second application period or a leftover antlered-only deer tag the following year. If you drew the antlered hunt in the second application and drawing period in 2013 and did not draw an antlered hunt in the first application and drawing period in 2013, you are eligible to apply for an antlered hunt in 2014.
