My question is this:
Can a non resident youth hunt both general elk seasons? I have called and got conflicting answers and the proc only refers to residents being able to but says nothing of non residents. I also searched the website under FAQ and it states:
Q: Junior Hunter able to shoot either sex?

If I purchase a Junior Elk Tag for my son, is he able to shoot either sex Elk during the open season? Or, is there a particular Junior Tag that needs to be purchased to allow him to do so?

A youth (ages 10-17) can hunt both the A and B seasons of an elk zone. However, the rules of each season must be followed specifically as stated in the Seasons and Rules as per weapon and sex.

A youth (ages 10-17) can hunt both the A and B seasons of an elk zone. However, the rules of each season must be followed as specified in the Seasons and Rules. The B tag season on the Boise River zone tag is for antlered only. Therefore, either sex would not be allowed during the period of November 1-9.



Can anyone help me clarify the answer to my question?
 
You can try to get it nailed down with fish and game but I think a junior nonresident hunter can't hunt both A and B tags for elk. The Regs say junior resident hunters can, strongly implying that nonresidents can't.
 
Yeah I was kind of leaning towards that as well, we have been told yes and no by the fish and game offices unfortunately. I would rather be safe than sorry, was just hoping someone had more insight on the subject. They should state it in the proclamation as resident only or say something more clear IMO. Thanks for your help!
 
Yes I was hoping it was available for all youth, just trying to get kids out in the woods and it is a cool thing they do. The issue arose because the fish and game told us it was everyone but after reading the proc I called again and was told it was resident youth only. I verified with another office this time and got the same answer so we are sticking to that. Thanks for the input anyways, guess we gotta get em with the stick and string!
