I was just curious if Idaho offers over the counter elk tags. And if so do you get a choice of either a cow or bull? Thanks fellas.

Yes, Idaho does. There a few units that offer an either sex hunt, but most units you select an either an "A" or "B" tag which typically means you have to choose between a bull or cow hunt. Your best bet is to take 20 minutes and read through the regulations and look at the areas in Idaho you are interested in hunting, then look at the over the counter tag structure.

The A and B tag typically differentiates the type of weapon used, A tags are typically Bull and Cow archery tags, and B tags are typically Bull rifle tags. Some units have additional opportunities such as a cow muzzleloader late season that comes with the A tag along with the archery season.
 
It's been a few years since I hunted Idaho which I have done several times. The way I remember it in most area's is an A tag gives you either sex archery during the month of September and if you don't tag you can rifle hunt spike only. The B tag you can hunt spike bull archery and if you don't hunt or tag you can hunt bull rifle. Of course that differed slightly per area and they may have changed it since I haven't been there in about four years but that is the way I remember it. Good luck.

What Callsalot said is right, kinda, for some units... but Idaho elk units are micro-managed to the point that you really have to pay attention to each hunting unit as they may differ greatly from one unit to the next depending on the F&G management goals.
Go to the F&G site posted above and you'll find the break down of every unit that is otc. That link from DTP will be very helpful to you.
