Southern Oregon visit and blacktail question

I just got back from a trip to S. Oregon. Grants Pass area. You all have a beautiful area in that neck of the woods. While sight seeing we saw a few blacktail along the rouge river. I was wondering if you can buy licenses over the counter, cord and how tough they are to get or draw. Also if there are any good outfitters or good options for a non resident that wouldn't have a ton of time to hunt them. I have never hunted blacktail and just thought it may be worth checking here to see if it's even doable as a non resident or if I would be better off getting S blacktail somewhere else? Thanks for the thoughts in advance.
 
Spoon Creek Outfitters would be your best bet in Southern Oregon. You can buy a tag over the counter for the general season. If you are an archery hunter there is a season in late Nov/Dec. You can apply for a muzzleloader tag, but have to get your application in by May 15. The outfitter may have a tag available for purchase.
