No more Hair Tags!

I read a article in the paper that the ODFW is planning to make some changes in 2013--
It said ODFW is going to stop elk Hair tags (ether sex) for some units in southern or. elk counts are way down, to a low of 2800 animals in the rogue unit and that controlled hunts, including archery, muzzleloader, and youth hunts now will be for BULL ONLY.
What do you guys think? will this help out the elk herds and bring back the numbers?
 
Without a doubt it will help. For instance around five to six years ago ODFW changed the bag limit for Keno archery to only a bull tag. Without a doubt I'm seeing alot more elk in the Keno unit now. The same year ODFW changed the second season bag limit in South Centaral units from a hair tag to a bull tag, and again I'm seeing more elk in the Silver Lake and Interstate units.

For myself I wouldn't mind if ODFW would allow youth hunters to harvest a cow elk, but for the rest of the hunters it should be a bull only tag.
