As a follow up to my letter to the Commission thought I would share what ODFW is proposing at this point for 2016 and on. This was presented at the ODFW Budget meeting in Clackamas last night.
On the hunting side of things here are some of the noteworthy items.

1. Youth hunting,fishing,shellfish license a flat $10 for both residents and nonresidents. Good move in my opinion.

2. Pioneer license. $6 rather than free. Apparently ODFW gives out 60,000+ of these currently free licenses each year. Charging something counts it as a "sold" licence, which would bring in close to a million bucks in Federal P-R funds. Lots of opposition to this from folks in the crowd. Personally, I think that's a smart business move, and if they could get away with selling them for even 1$ they should do it.

3. Non-resident bear and cougar tag prices the same as resident, $16. Very good move.

4. Opportunity to purchase multi year licenses, 3 or 5 year. Another smart business tactic I think.

5. Non-res prices for 2016. Hunting license $160, deer $414, elk $549. Way overpriced for most of Oregon's deer quality in my opinion, and way underpriced for some of Oregon's elk tags. Hope they will look at a tiered price structure.

6. And the shock of the evening for me was that they are considering some "Premier" controlled hunts. They did not give much detail, but I can only assume they are looking at Scoutdog's proposal. That would be a great small step forward for ODFW if that becomes reality.

Director Elicker was there, and while I certainly did not agree with some of his presumptions, he did appear to be open about input and looking at options. Having said that, I do recognize he is forced to play a politician and I thought he was pretty polished at playing the part of Director, for better or worse.

I advocated for increased non-resident quotas and escaped without getting tarred and feathered, so the evening was a success for me. It was interesting to note that sport fishing is the overwhelming money source for ODFW, hunting is a very distant second.

Wow surprised on the bear tag prices being reduced for nonresidents. I do like to hear about premium hunts being considered. I also would like to see more nonresident tags allotted separate from the guide tags. Hopefully they listen to scoutdogs ideas he has some good ones.
