I've hunted NV several times in November (including Area 17) and had significant snow every time. In fact, of the 6 times I've hunted in October, I had snow half of them. I would not plan on packing in if it were my hunt. My best success has come lower than 9,000 feet.
I did get one good piece of advice from a local regarding 17. He said hold out for the last two days unless you find something special. The last two days can be completely different than the first 2 weeks because the big bucks will be joining the herds of does that seem to be on every mountain.
"You can fly a helicopter to the top of Everest and say you've been there. The problem with that is you were an a$$hole when you started and you're still an a$$hole when you get back.
