That is because Dude would only pay them about 7 bucks per hour and those building contractors was willing to pay them 15 bucks per hour.
If you really want to stop them from crossing the border illegally, you have to take the jobs away from them. Give out work visas to the ones here that are not criminals and can show a history of being employed. Then make it mandatory for ALL EMPLOYERS to do a check to ascertain they are here on a work visa before hiring them. Make the fines stiff enough that a employer will not violate the law by hiring illegals. Any illegal that fails to obtain a work visa, automatic deportation when caught.
