Could somebody please explain the cost of a preference point in Colorado (nonresident mule deer)? I'm looking to start building points there and want to budget funds. Thank you in advance!

LAST EDITED ON Jan-13-18 AT 06:39AM (MST)[p]To buy points in co you have to submit the entire deer tag fee in the draw application period with the deer point code. They hang on to your money for a couple months then after the draws are over you get a refund check in the mail for all but something like $50 ish. Submit $389 get around $340 back a few months later. I forget the exact refund amount but that's close.

LAST EDITED ON Jan-13-18 AT 07:30AM (MST)[p]It is up in the air on that because they have proposed changes which will only charge you the application/point fees until you draw, then you would get charged for the tag. If they change, you will only have to put up money for the point + application fee if that is all you apply for. Not sure if that change will take place this year or not.

"Should Colorado Parks and Wildlife (CPW) charge license fees after the draw is complete to successful applicants only? If so, should CPW also allow nonresidents to apply by phone or online for sheep, goat and moose licenses? DISCUSSION (FACTS AND FIGURES, EXPLANATION OF ISSUE): Currently CPW charges license fees at the time of applying for limited licenses. This includes the application fee, search and rescue fee, public education fund fee, as well as the price of the license requested. CPW also requires nonresidents who apply for sheep, goat and moose licenses to do so by paper only (not online or over the phone). In 2016, CPW staff discussed a financial analysis that showed costs associated with customers paying for license fees when they apply vs. after they draw and issues that have arisen with paper applications and the development of IPAWS.
CPW receives approximately 500,000 limited license applications a year, with over half of those applications (318,086 in 2016) being refunded by printed checks. To issue refund checks, CPW incurs direct and indirect costs such as CORE, Treasury, printing and mailing, credit card transaction fees on unsuccessful applications and staff time that total more than $3 million per year. By charging license fees after the draw is complete, we would realize this $3 million savings but forgo about $140,000 in interest income.
CPW has heard from sportsmen that fronting license fees is difficult. There is considerable customer service benefits to charging license fees after the draw. If future legislation allows CPW application fees to better approximate actual transaction costs (i.e., increase above current $3), adopting the ?pay later? approach could significantly mitigate the impact of any increased fees on customers at the time of application. Since the ?pay later? approach will make it far less expensive to apply (especially for customers who seek multiple big game licenses), CPW could experience an increase in applications and also preference point accumulation."

Or if you want to read the entire proposed changes:

Bottom line is be sure and mark on your calendar around March 1st to think about applying. First part of April is deadline to apply for tag or points.

Application process has changed this year. You will be hit with a small processing fee up front. If you are drawn for a tag in late may, you will be notified and your card will then be charged. Or in your case charged for a preference point.

So, CO is not taking the entire cost of the deer tag up front like they have in the past? Is that what you're saying, OMB?
