Idaho non-resident bear hunting

I'm having a hard time figuring out how the non-resident bear hunt works in Idaho.

Are there any over-the-counter areas for the spring hunt? Where can I find the draw odds for the controlled area hunts?

Any advice on a good unit/area to do some spot and stalk spring bear hunting in the southern part of the state?

Idaho is easy, buy a non-resident hunting license for $154, then buy a bear tag for I believe $186, unless you are going to hunt the Frank Church area, then you can get 2 tags for $40?

There are only a couple of limited quota areas, they have spring and fall hunts. But, there are plenty of bears in idaho, basically pick a spot and go.

One of my favorite hunts. Can't ever kill enough bears.
 
Its been a few years since I looked at the controlled draw odds but when I did the odds were not half bad. I drew one once and did the spot and stalk thing around the Boise area. It was a hard hunt and now I just hunt bait every year in a open area.
 
The controlled draw hunts for bears are very fun hunts if you can draw a tag. You can find lots of bears to spot and stalk and some real giants. However, all the units with an open season can produce the same hunt with just as good of bears as any of the draw tags and you can use bait. Either way you decide you can have a great hunt and do it every year. Good luck.

You CANNOT use bait (or dogs) in ALL of the "units with open seasons".
